Bird photography lenses?

Ok so I plan on getting a used canon 20d which I hear is good, I plan on using it for bird photography since it has 5fps and low noise.. And I'm on a tight budget so what's a good telephoto lens that won't break the bank? I'm ok with manual focus lenses, and Im not getting a mirror lens.. Any suggestions? Btw I'm not getting the camera with the kit lens..
My budget is $3-400.00

Tight budget ? would be nice to know how much, though if you can find a 2nd hand ef 70-300mm IS (the non L model) that gives you a decent focal range plus an IS that allows for "handholdable at a shutter speed up to 3 f-stops slower than a non-stabilized lens at the same focal length". I have seen shots from this camera and read lots of reviews - all saying what a great lens it is (I spent a lot more in the end and got the L version, but was a toss up)
