Help with entering AOP photography awards competition !!!?

Hello, looking through the entry details to enter an image to the student AOP competition it is confusing me. I feel ashamed i don't understand it.

These are the details below..

"Images should be RGB in JPEG format and no larger than 1920 pixels wide by 1200 pixels high (the size of the judging display) - Your final file size must not exceed 3 megabytes."

I do not understand the pixel sizes.Is that supposed to be the image size? Because the pixels for A4 size is 2480 pixels wide and 3508 high and that is what my image is. So when i go to image size and change it to the pixels what they want it comes out not what it should look like, all squashed and deformed.

I feel ashamed i don't know how to deal with this. Please can someone clear this up for me. Thank you much =}

If you have PS, it is easy.
Open your image, click on Image in the menu bar, scroll down and look for image size and enter the values accordingly.
Click ok and choose save as, making sure that the file size is less than 3mb.
Dont put both values in.
If you put in 1900 first, then the other value should adjust and keep in ratio to the first value.
If the second value is greater than 1200, then keep reducing the first value until the second value is reached.
