Photography Forced Perspective

Forced perspective photography?
Hello, there's this competition I'm planning on taking part in and it asks for a forced perspective photography, I took a picture of a cloud that looked more ike the continent of Africa, does that consider a forced perspective picture?.
Another question, what's that electric drawing board that cartoonist use nowadays instead of drawing on paper they can instantly draw it on their computer and produce their own cartoons?
