What equipment and flashing lights would be best for me?

I have a Nikon D40x and photography has been my hobby for slightly more than half year. Mostly, I want to take pictures with flash, but I want something I can use to take action shots, because I'm on the Yearbook staff in my school. I can not spend much money, so if you could recommend something less expensive on the side would be good. Also, if I want to be flashing off camera, how do you flash the camera at the same time? I also saw results by people using ring flash for portraits and I have much effect. Should I buy a flash and get an adapter or do a "DIY" version?
